On November 1, 2003 legislation became effective that provides that certain adult offenders sentenced for a first or second drug possession be sentenced to community corrections intensive supervision and be required to successfully complete a certified drug treatment program in lieu of being sentenced to a state correctional facility.
The purpose of the legislation (SB 123) is to provide community supervision and drug treatment to offenders with drug abuse problems in order to reserve correctional facility capacity for more serious, violent offenders.
KDOC is responsible for the certification of all treatment providers who wish to treat SB 123 clients. To obtain certification for SB 123 treatment programs must:

This document provides the background of the SB, the full text of SB 123, the implementation plan with chapters regarding Community Corrections and Treatment Providers. The document also provides you with all the required forms that support SB 123. This document displays the up to date training dates and locations for the Cognitive-behavioral Tool Certification training (i.e., the "Thinking for a Change Facilitator Training). To be eligible to provide SB 123 services, agencies must have counselors certified in the Cognitive-behavioral Tools and the cognitive part of the treatment program must be delivered by a certified counselor who has completed Cognitive-behavioral Tool Certification Training. Training is 4 and one-half days long. The training is very intense and interactive. Participants should expect to be kept very busy and be very engaged throughout the training. To apply for a training session please fill out the accompanying form and mail the form to KDOC, Attn: Staff Skills Development - Programs Division, 900 SW Jackson St. Topeka, KS 66612 or fax the form to KDOC, Attn: Staff Skills Development - Programs Division, at 785-296-0759. You may attach the completed form to an email and send to SB123@kdoc.dc.state.ks.us if you prefer. Please submit your application as early as possible.
To be eligible to conduct substance abuse treatment assessments or/and to provide substance abuse treatment to SB 123 clients, treatment agencies must employ a certified counselor who is also trained in the ASI. KDOC does not schedule or facilitate ASI training. To find out about ASI training you may contact Ms Debbie Woolaway at the Kansas Family Partnership at (785) or email at woolaway@kansasfamily.com. Before we approve a substance abuse treatment agency for SB 123 services we confirm with SRS/AAPS that the agency is licensed to provide the service modalities for which they are requesting Approval. Agencies placed in Provisional Status by SRS (once previously licensed) are allowed to continue treating previously referred SB 123 clients but are not allowed to accept any newly referred SB 123 clients until the provisional status is upgraded to full licensure.
